Tyranny by an unjust ruler/empire are present in both animes along with rebellions by a mysterious figure (Zero and Red Whirlwind). Friendships/romances on both sides of a war. Many other similarities as well. Both are awesome.
Hm...epic fight scenes, plot changes every episode, dictator father, fantasy-like secret that deals with the world...and Shirley kind of looks like Juliet in a way. Code Geass has better art and plot though.

Both have rebellions by a misteryus character *Red Whirlwind and Zero*
Both have love and Suzaku x Euphemia reminds me a little the reletionship between Romeo x Julieta.
Both have action and war.
But Code Geass is a mecha anime and Romeo x Julieta is historical but they have the same feel you have to watch them and you'll know what I mean.
