Both anime starts out small and eventually ends up being involved with the fate of the world. Both anime are also about brothers doing everything they can for their sister. Code Geass is more political whereas Penguindrum is more focused on family.
Both Code Geass and Mawaru Penguindrum start with a mysterious woman granted the main character something supernatural that makes them go through dangerous missions. Main characters of these series are also willing to go through all sorts of things to keep their little sisters' safety.
Various "fabulous" characters are there, and more complex relationships between the characters being revealed later. Both shows also features 2 main characters who have pretty much similar goals, but have opposite personality and methods to work.
