Both are affectionate parodies of shonen battle anime where an ordinary high-school boy (Satou/Kazuki) gets unexpectedly pulled into a crazy situation. In both cases, the boy crosses paths with a mysterious, reserved blue-haired girl (Sen/Tokiko) who is a year older than them and ends up becoming their mentor, and he quickly becomes much stronger under her guidance.
I WOULD say that "Ben-To" is more down-to-earth than "Buso Renkin" due to the lack of fantasy elements, but the sheer wackiness of the former makes this questionable at best.
I prefer "Ben-To", as it has a more unique premise and slightly better characters.
