Both series are action-focused series that focus on characters working for the Japanese government in order to protect the public safety of Japan and fighting against a central villain that wishes to break that system apart; Psycho-Pass takes place in the far future and has a more somber, morbid tone whereas Lycoris takes place close to the present and has a consistent comedic bend, though takes itself seriously when it needs to.

The crazy terrorist, his means and objectives, the way he talks to the people and towards the government force trying to kill him, even their names are similar.
Majima really reminds me of Makishima Shougo, these two villains really have the same energy so to speak, but Lycoris Recoil while it has it's dark moments is much more light hearted with a focus on comedy, fan service and the cute relationship of the heroines.
On contrast Psycho Pass is very serious and dark carrying deep philosophical matters to ponder upon and it also delves much more profoundly into the psychology, way of thinking, reasons and personality of
