Both anime are police and have to solve cases. In addition, sometimes morally complicated situations appear, situations that will make you think like a spectator.
Both shows have a similar tone set in dystopian futures.
Babylon focuses on an investigation into suicides in a sovereign city in Japan. The main conflict between the main character and the villain is compelling due to how irredeemable she is and the direction of scenes featuring The two are intense to say the least.
Psycho pass is a show most people have seen and focuses on future cops... It's pretty good.

these are quite similar thematically, as in they both question how humans perceive 'good and evil' in a society.
