They both have a business to find psychos. Both main characters are new to their jobs. They both have partners that act the same.

Taking the dystopian future apart, they are very similar in the topics they cover. From questioning what is justice and freedom to challenging the government's system to process criminals; Makishima Shougo and the main antagonist are different in ways of acting, but similar in thinking. After Psycho-Pass, I was looking for something similar, and this one came across.
You will understand once you give it a try, and don't be fooled by the 'comedy' in Ranpo Kitan, it is very deep indeed.
