Both are early 90s otaku pandering exploitation power fantasies, Angel Cop using cyberpunk robocop powers and Hon Ran martial arts. Both have the era's typical amounts of gratuitous nudity, over the top violence, conspiracy theory, and huge plot holes.
What makes them similar is a strong and fairly serious political message to overthrow the government. In both cases, this is justified with blunt conspiracy theories put into the mouth of the protagonists. In Angel Cop's case, it comes from a fascist ideology with anti-semite and anti-American focus. In Hon Ran's case, the backing ideology is closer to anarchism and the message is anti-Chinese.
