Little girls who can't live a normal life, they are assigned to guys, in order to form pairs man+girl, and the girls are used as weapons. The girls still to be humans, but they are treated as objects, and often in a cruel way. There are few persons who takes care of them, like as the main male character.

Little girls used as a weapon. Main hero treats them with care, for some others they just instrument.
Both anime full of drama and angst.
Gunslinger girl is more mature and realistic title - without your average japanese highschooler, who can save the world. On other hand Black Bullet is your average shounen anime.

Young girls with powers/enhancements are partnered with older males and made to fight. In Black Bullet it's to save the world from virus-made monsters, while in Gunslinger Girl it's to be assassins and protectors for the Italian government. Black Bullet seems lighter in tone than Gunslinger Girl, but they both make a point of mentioning the tragedy of the necessity to use young children in their positions.

In both series, there is a bond like master and servant, in this context is officer and his helper. The officer is man and the helper is a little girl.
The girl has special ability. In GSG, the girl has a kind of transplanted human body which makes them stronger than any ordinary human, while in Black Bullet the girl is a special breed infected from monsters called Gastrea which also makes them stronger. These girls are so agile in combat, helping their officer to solve cases and beat bad guys.
Oh, and in both series there is some gun involved.
Gunslinger Girl is essentially a much darker and serious version of Black Bullet. It is a true hidden gem in my opinion.
Both shows are about girls who are outcast by society gaining a chance at life by working for the government, with older people guiding them as their mentors. Also, cool action and guns.
