The setting for these two anime are very similar, revolving around school-based gun battles. Stella Academy has a slightly lighter feel to it because it doesn't feel as serious because the use of air-soft but the feel of the battle excitement were the same or even better. The focus was on teamwork, tactics and STYLE. On the stylish movie type moves and exciting stunt-like teamwork and tactics.
Besides the gun and school setting the animes also share the humorous feel to it. Moreso I'd say in Stella Academy because of clash of a general view that such air-softers are too hardcore and a bit weird compared

Both are set in school.
Both have the same shoujo genre.
Dissimilarities:
One is an 10 episode ONA, while the other is 13 episode TV series.
The girls in one anime uses guns that go BANG! BANG!, while the girls in the other anime uses pea shooters.
I've dropped the other one because the concept is too corny, while the other one I've competed it co'z the characters are cute.
Girls + guns, competitions, rivalries, etc. Both shows have a similar feel to it.
In both series, there are cute girls armed with guns and skills to take out opponents in matches. As such, expect action involving guns in tournament like battles.
Then, there are rivalries and friendship established through these matches.
Both series also takes place at a school life setting (Stella Academy forStella Jogakuin Koutou-ka C³ and Seishou Academy for Upotte!) where there's comedy and some drama. If you enjoy action packed battles with a lighthearted tone, both series are worth a try.

Now that you've seen a military moe show done the wrong way, here's a military moe show that doesn't quite get it right either, but it comes close enough.
C3-bu has a storyline, a light and a dark side, and is a bit confused as to what it is. Not a fan of the art style, or the voice acting for that matter, or the storyline, or the characters. But if C3-bu were just a little more on the decent side of things (not saying that it was there to begin with), then it would be Upotte.
