Both these shows make me laugh because I find their fanservice so ridiculous. In both cases, I'm pretty sure the creators intended the self-parody, which makes both great fun for anyone who can appreciate that kind of humor. (...not absolutely sure though, which is part of the fun.)
For Manyuu Hikenchou, even the title falls into the ecchi silliness. If you'll forgive my (less than perfect) Japanese, I might translate Manyuu as "demon(ic) boob" and Hikenchou as "secret sword book". Think Jim Carey as the Riddler: "Was that over the top? I can never tell."
