It has the same kind of guy with 4 girls in a room, where anything funny can happen, except that Inou-Battle has a bit of supernatural in it, while Seitokai is purely comedy. Though the girls may be very similar in both anime, there are some modifications with each of the girls. Anyway, just watch and make your own conclusion.
Similarities:
Both involves weird and noisy guy in the company of 4 girls.
Both male characters don't get any respect from their harems.
Both have the same school, harem, romance and comedy genre.
Both have the same setting where it involves a room in some school and there weird guy and 4 girls where anything can happen.
Dissimilarities:
One the group of characters in one anime involves members of the school's student council, while the group of characters in the other anime are club members.
The male character in one anime was someone who wants a harem, while the male character in the other anime is a chunnibyou.

In my opinion:
It has the same kind of characters , where there is a guy, a club president, a vice president, a secretary and a member who is the youngest. Also, both guys in both anime were obnoxious, and the club presidents are seniors, except that the president in "Inou-Battle wa Nichijou-kei no Naka de" is a refine girl and is the tough one, also the vice president in the said anime is more of an analytical one, the youngest girl in the said anime is far more younger than the girl in "SnI". The same plot where it involve one obnoxious guy who gets no love from 4 girls in his club, and the girls where they typical bunch where one is the president who is also the sempai, there is the vice president, there is a secretary and another member who is the youngest . But, the new anime seemly have a 5th girl member, while the old anime only has 4 girls in the guy's harem.

What do they have in common?
1. They both have the same harem genre where it was set in a club room.
2. They have the same number of girls to boy ratio.
3. Both male characters were either weird or obnoxious.
Differences:
In Seitokai no Ichizon Lv 2, the guys isn't the only obnoxious characters but also the girls as well.
In Inou-Battle wa Nichijou, only the guy is obnoxious.
