Both are kids anime from the 90's that centre around children.
Although the main setting and plot are different, I think the most similar aspect to them are the classroom dynamics they have, both rich in a hyperactive environment full of colourful art.
Kingyo Chuuihou! is mainly set within the school setting whereas although Akazukin Chacha has that quite a bit, there are other things going on too outside of there.
If you want a very fun and vibrant anime to watch, I would recommend the two.
