Similar setting, art style and humor sense.
Chacha looks like a satire of magical girl shows, while Guruguru a satire of RPG fantasy adventures.
By the way, I recommend the original Mahoujin Guruguru (1994) as well.
Both movies have similar animation. And both seems very funny. Akazukin Chacha is based on fairy tales but Mahoujin Guruguru based on RPG. Very similar feels to eachothers.
