This is a weird comparison to make, since the stories of these two anime are quite different. Cowboy Bebop is about existential loneliness and being a cowboy, while Carole & Tuesday is about the power of human connection and being a musician.
Still, Carole & Tuesday was clearly heavily influenced by Cowboy Bebop. Both anime have a strong sense of place, a miniseries format with a clear ending in sight, and slower pacing, making them overall feel more artistic.
