It's not bad at all. I particularly was fond of the jazz and all the music involved more so than anything else.

Though I will say that there is a lack in character development in most of the characters, which is one of the downfalls.

I thought it was really funny. In general, it's your typical good Shaft show with the generic MC voiced by Hiroshi Kamiya :P (same voice as Araragi in Bakemonogatari and Zetsubo Sensei in Sayonara Zetsubo Sensei, which are both also Shaft shows). But basically it's the everyday life of living under a bridge and the plot of season 1 is the MC trying to find his place with all of the weirdos that live there as he's the only one with common sense. S2 there's still really no plot, just small arcs of whatever nonsense he has to deal with, so funny, random, slice of life under a bridge.

I'd say it's definitely not as good as Bakemonogatari story wise, but I liked it better because it's more light hearted. Art/Animation is by Shaft, so it's good. Music is nothing special. Characters ... just watch the show.
