I actually watched only the anime, never read the manga. I heard that the anime followed the manga pretty faithfully though so I guess they are both as brilliant!

gintama gets good at episode 18 and gets progressivly better as it goes on,

yes there is filler but the thing is its actually good, since gintama is a comedy the filler episodes are usually able to do the craziest adn funniest shit, like some of the funniest episodes are like episode 50 where every character is trying to make their own version of gintama,
