Characters=Themes>Art/direction>music/sound>Story.
All are important, but honestly, if the characters are 10/10, then the plot (external factors) will generally not matter, because the characters become the plot. This is my personal taste and whats important to me. I also have a bias for cel animation.
I love sci-fi/cyberpunk settings the most, but can appreciate most any setting if done well enough. Themes of "the struggle" (e.g. berserk), identity, freedom, free will vs fate and understanding your own relationships/emotions grip me the most, which is generally reflected in the characters I love. Sports/comedies tend to only do so much for me and I find it hard to appreciate them on them on the same level as other stories.
10: A show that's a 10 for me has to grip me like nothing else has. Its themes must be well explored and resonate with me strongly. It doesn't need to be perfect in story, but the story needs to be good and the music and art amazing. Ultimately, every show has at least 1 flaw, but a 10 is something that I love so much, its flaws are irrelevant.
9: A 9 will be very strong in all components and will have very few problems. The main difference between a 9 and a 10 is its themes and how strongly they resonate with me. Also the characters may be a tad worse then my 10's. Overall, though, a 9 is still something I consider to be the top of of the genre. If its not like this, then I will probably just love it too much to give it less then a 9. If I ever end up putting a comedy/sports here, it probably means its god tier.
8: An 8 is a show I consider to be very good. Everything here I am enthusiastic about and generally enjoyed. However, there was something missing to push it to the very top, whether writing, production values or something else. Still, at this rating, the good far outweighs the bad by a large margin. If a sports/comedy is here, its probably a top tier one as I don't tend to rate them as highly as other series.
7: A 7 is a pretty good show, that is easily enjoyable, but it will generally not be outstanding in anyway. Animes here will be recommended. The characters are generally not top tier anymore, with maybe 1 or 2 exceptions per cast, but generally the anime will be solid. Its themes could of used a little more exploration and commentary or they may not have been explored properly. I would still recommend everything at this rating.
6: A 6 is a good/decent show. Generally something that doesn't really offend in any major way, and is good in 1 or 2 areas. Not something I would go out of my way to recommend.
5: A 5 is generally mediocre/average show. Either this anime, while not being bad, will not have anything going for it that sets it apart, or will be bad in a few areas, while being decent in others. General seasonal show.
4 : A meh show. Starting to get to the point where the bad outweighs the good. Boring characters/plot etc or just bad production values making it hard to watch.
3: Anything at this rating is something that I will most probably drop, so few completed things will be here.
1 and 2: this is either widely regarded as trash or something I irrationality hate. 2's are stuff I hate but with a slight redeeming factor.
