The two closest that came to it was Toradora (if you watch this, make sure to watch the segment after the credits on the final episode too, otherwise it will really be a downer) fits it when it comes to the romance part AAAAAANNND Tenshi na Konamiki BEST FIT WHEN IT COMES TO SITUATIONS AND THE LIKE. It is very good and was my first manga as well. The romance, like in School Rumble, develops gradually as well. Perhaps this might be the reason why I loved School Rumble so much, because it reminded me so much of this (but School Rumble was a bit more polished up). There are 50 episodes as well so it's like School Rumble in the length aspect as well. Give this a try. If anything is going to be like School Rumble, Tenshi na Konamaiki (or A Cheeky Angel) is gonna be it.
