I suppose I would say that it's a coming-of-age story that comes at things from a different angle than most and makes its points almost perfectly, accompanied by some of the best direction and production values this side of the OVA market crash and likable, nuanced characters. Be aware that it doesn't have a satisfying conclusion in the traditional sense though.

I agree that it's abstract and mixes heartfelt realistic moments with fairly dreamy or unbelievable surreal moments, and that's roughly how I would go about describing it.
In order for it to be deconstructive it would have to deconstruct something, i.e. break down some narrative trappings and point out how they would really play out, and it's not really atmospheric or abrasively experimental enough to be considered Lynchian (not to say that it doesn't have experimental elements though).
