This is how ratings reflect my opinion about the anime that I just watched.

Best of the best
These are anime shows which stand on its own and are often referred as timeless classics.
Example: Grave of the Fireflies, Clannad After Story, Mushi-shi, Cowboy Bebop

Near Perfect
These are shows which exhibit originality, compelling plot or very convincing characters. The only reason why these are not given a 10 is because they have a noticeable flaw or two which undermine their total potential.
Example: Baccano!, Stein's;Gate, Shinsekai Yori, Full Metal Alchemist Brotherhood, Honey and Clover, Madoka Magica, Shiki

Great
The anime series which I gave an 8 are shows which either with well executed trope, really amazing artwork, or well developed stories but did not have good animation.
Example: Kyouso Giga, Bokura Wa Minna Kawaisou, Un-Go, Garo: The Animation, White Album 2, Higurashi, OreGairu, Sound Euphonium, Hyouka, Serial Experiments Lain

Very Good
Most polarizing series fall in this rating or series which do not strive that much but were able to entertain the audience for their worth. The difference with shows given a 7 and an 8 is these shows do not leave much impression to the viewer after its run.
Example: Tsuritama, Attack on Titan, Shirobako, Watamote, Blast of Tempest, Log Horizon

Decent
This is my passing grade. Shows with many obvious flaws but were ultimately enjoyable belong here.
Example: Your Lie in April, Sabagebu!, Sword Art Online II, Yamada and the Seven Witch, Rokka no Yuusha, Magi: The Kingdom of Magic, Terror in Resonance

Just Average
This is basically the definition of meh. What's amazing with shows in this group are they able to balance the good and the bad in their respective series that my only reaction is "Eh?". Sequels which fail to copy the first season's goodness also fall in this rating.
Example: Yuri Kuma Arashi, Maoyuu Maou Yuusha, Korewa Zombie Desu ka? of the Dead, Kaichou Wa Maid Sama

Disappointing, Too Boring or Too Flawed
These were shows that were more bad than good but not that bad to be called disgusting. They could either start so strong only to stumble in the end or these are shows which are victims of the hype train.
Example: Gangsta., Karneval, Ranpo Kitan, Prison School, Earl and Fairy, Hamatora

Near Disgusting
They put strong negative emotions in me that I really want to turn off my laptop and scream obscenities but have redeeming values such as strong artwork, OST or animation. Other than that, their plot is usually trash and are normally the cause of rare unity in the anime forum.
Example: Guilty Crown, Chaos Dragon, Kamisama Inai Nichiyoubi, Kaze No Stigma, Recently, My Litter Sister Acts Unfamiliar, Melancholy of Haruhi Suzumiya Season 2

Must avoid at all cost
These are cancer inducing series which you should avoid at all times for your own sake and sanity. I have yet to encounter one since I used to watch anime under the guidance of anime bloggers but I am sure I will see one in the future since I start to watch out of my own will.

I also use a rating system similar to yours, but I have never codified it nearly as neatly as yours. Plus, I tend to get tunnel vision when I rate things as I'm watching them, so I try to go back about twice a year and reevaluate everything again to make sure I rated them with roughly the same criteria and objectivity.
No, Thunderbolt Fantasy is not really worth watching. However, I do admire and respect the amount of time and work they put into making a full-length stop motion film.
I agree with AmbiguousMonster about Seirei no Moribito. It definitely needs to be watched.
Also, Death Note is being scored a lot lower by you than most others. Is the lack of emotional sustenance bothering you (Light basically set about murdering right away with no qualms) or is there something else? Also, what did you think of Code Geass? It's one of those series I often start but never finish. That needs to be addressed at some point.
Don't actually do this; you'll be popular, sure, but everyone will laugh at you or hate you.
