must watch - I think anyone who wants to watch anime for reals should watch these next (although please don't stop watching what you're already watching with friends for these)
recommended - Anime I think are worth watching

My (subjective) rating system:
I don't rate things below 5 usually.

4 - bad, do not recommend

5 - OK, you may like this but I don't like it that much

6 - decent, not a bad anime IMO. There are a few things I didn't like about this, either because it's flawed in some way or I just didn't like some parts of it for some reason.

7 - good. This may be flawed but I enjoyed most of it.

8 - very good, I enjoyed almost all of it, except for one or two things.

9 - great, I recommend this to almost everyone looking for a TV show to watch. Worth watching.

10 - One of my favourites, this is purely subjective, nothing really differentiates between a 9 and 10 rating except for my enjoyment factor. I haven't really encountered a TV show or film that can be considered a 'true' 10/10 unless you're looking at specific criteria or genres, although Avatar: The Last Airbender does get pretty close (seriously, that show is phenomenal). Some individual episodes of TV do get close to a 10/10 (looking at IMDb is a pretty good way to identify those); for instance, Samurai Jack has some fantastic episodes.
