My guess that those so-called ghosts is just an evolved people, which turned into an energy substance. Maybe thousand years of evolution divides surface and underground in "Texhnolyze". THINK of it. Those "ghosts" must be think of obsolete underground human beings like we think of ants, which builds their termitary out of dirt. They have no interest to intruders. And you expect, that those substances will explain main characters, why did they loss will to live. We'll never know - they're inhuman now.
