On hindsight, it's probably not a good idea to describe anime using that dichotomy because there are plenty of shows that manage to have both 'plot-driven characters' and 'character-driven' plot.

What I meant was that if a series isn't able to be engaging without its plot moving forward, then its plot needs to move forward. In the case of Kiznaiver, three entire episodes were spent merely introducing the premise and characters, they had deliberately had any changes in their relationships forcibly stalled thanks to sloppy writing, and it gave every indication by that point that the plot was already devolved into a 'monster of the week' series, except instead it was a 'source of pain of the week'.

For a counter-example, a series like Tanaka-kun can get away without having a plot, because it manages to at least be routinely funny.
