"Out of place" is exactly what is the problem. This saga is like someone's fantasy dream and it doesn't seem to do anything with what was built up so far. It has nothing to do with Luffy wanting to become a big pirate. I don't see that Luffy and his crew stand to gain anything from this arc so far like gold or fame.
Those two angel like creatures who are father and daughter and they are helping Luffy's crewmates, they have got zero character development after so many chapters. Usually, the main caste managed to form bonds or rivalry with the side characters in the previous arcs but no progression in this case. The number of side characters in this arc is large and the names and faces are so forgettable.

Bro the whole saga of God and heaven is just too boring. It puts me to sleep, I am barely getting through it. So many characters that are not interesting and very few comedy moments.
