I noticed these features at first, and partly because I don't care for them, and partly because I got wrapped up in the story, I stopped noticing them later on.
The dubbed version by FUNimation doesn't censor anything, from what I know.
That said, I can't understand it being tagged ecchi. If anything, it's pretty much a straight-up action/drama series with fanserice bits thrown in for fun or something--the fanservice has very little, if anything, to do with the plot. (And frankly, I prefer it that way; I'd rather see this than characters pointlessly cracking jokes all the time involving a girl's skirt being flipped up.)
A thought I wanted to share: One thing I liked about KG was that it started out as what seemed to be an action series with gratuitous fanservice (e.g. panty shots) to something that actually made me care about the characters, and had more depth than I expected.
As for Mai-HiME, I've stopped at episode 15 for a couple years now, and still haven't gotten around to finishing it. It's had its good moments, but a lot of things seemed thrown together for drama's sake. And then there's episode 4, which I think many fans disliked.
