I'm not a Fanservice Fanboy really, so I only give +2 if ever there's any Ecchi anime that I watch....but if even if it is too much ill just write "OVERFLOWING Fanservice" just to be fair in scoring animes that I watch

Well, many of my favorite anime are far older than 2004 but you are right, there was something extra rich about those years. It is also when there when more North American Companies were buying distribution rights and doing some very good dubs, ADV in particular.

Sometimes I wonder why some mods lock some threads and yet will let flame wars rage on and on in in others. The only thing I can think of is that your point for discussion wasn't as well as defined as it could be. If you can determine which mod locked it, ask them with polite honesty, what you did wrong.

Oh, I saw Midori No Hibi back then. Rented the DVDs from Netflix. Can't say it is really my kind of anime.

Your topic regarding the years 2004 - 2009 being "best" was locked while I was researching an answer. Of my 10's 9's, and 8's, I find the following:
2004 - 36
2005 - 24
2006 - 39
2007 - 25
2008 - 29
2009 - 31

2006 - 10's - 6 titles
2004 - 9's - 11 titles
2006 - 8's - 24 titles

Because I certainly advocate early titles, I find merit in your assertion.
