All my ratings are based mainly on enjoyment. If an anime had top-notch production quality and an extremely complex,well-developed story but bored the hell out of me,I would definitely give it a low score. That explains why Code Geass and School Rumble have 9s. They are far from perfect,but are,in my opinion, both extremely enjoyable to watch.
Another thing to note about me is that I generally lean to the lenient side when giving scores to anime. If I find an anime rather average and only mildly interesting,I'd give it a score of 6 as opposed to a score of 4 or 5. That said,I do not give out my 10s very easily too.
It might seem otherwise due to the significant disparity in average scores, but my standard for rating manga is the same as the one I use to rate anime. The difference is probably caused by how I've been reading romance manga almost exclusively, which inflates the mean score since it's my favourite genre by leaps and bounds.

ps: I drop stuff really easily,and I can't understand people who force themselves to suffer through dozens of episodes of an anime they don't like.

4-Boring as hell and objectively shit
5-Mostly Boring
6-Average/Somewhat entertaining at times
7-Good/Consistently entertaining
8-Excellent/Consistently even more entertaining than a series rated 7
9-Superb/Personal Favourite-tier
10-Masterpiece/Completely engrosses; something that I'll love and miss for years
