I'm sorry, I'm not fluent in english yet, so it's definitely can be problematic to read my long sentences lol.

No need to repeat yourself. I understand that you expecting this series to be more psychological and character driven. That's fine. I just hope that actual plot is not some stereotypical bullcrap about "EVIL government do EVIL things".

That was done before too. Paradise Now, Sleeper Cell (not exactly the main character, but a lot of a main cast were terrorists) and even V for Vendetta did it before.

He's not exactly famous for that, but he's good enough director to handle it.

Noitamina never sells! Not exactly true anymore, but people who put their shows in this slot care more about prestige than money.
To business, I think Terror in Resonance gives the viewers somewhat original concept that mixes american action-thriller style of narrative and a lot of aspects unique for anime (it was done before, Psycho-Pass comes to mind first). Now, this looks kinda cool on paper, since we don't get much serious and more or less grounded series these days, and I wholeheartedly wish this show to succeed (even if I don't like it yet). To the point of why I didn't like first episode of the anime (I hope unlike some people you understand that this is merely my opinion, I don't force it on anyone). While concept is relatively original I dislike what kind of premise writers made from it, from the one hand they choose to play it more or less safe (after all, while not quite similar it was already successfully done in Batle Royale) and conventional (well, plot twists not all that groundbreaking, I just hope Watanabe and his team won't add trivial stuff like love triangle, there's already smell of some kind of shadowy organization, and it's possible our antogonists in reality are true heroes or at least antiheroes). Is it mean Terror gonna be bad if all of my speculations are true? Of course not. Like you said, execution is the mother of it all. Cheers.
