Rates mostly on enjoyment
I rate pretty generously I guess. Because I'm a girl and not an anime veteran and still a kid (hey, better admit it now than later), of course my hormones and feelings will affect these ratings. Expect me doing the Gamespot and giving lots of 8s. I do save my 10s though.
I love comedy and music anime, so my ratings will be kinda jumbled up on those. Comedy anime rating will be influenced by how hard I laughed. One note though, my ratings will be disgustingly low if a self-acclaimed comedy anime fails at comedy or a music anime fails at being a music anime. Because I will feel very, very hurt.
Seiyuus are my biggest weakness. If an anime has a great seiyuu cast (I'm looking at you Inu X Boku SS), something in my body will prevent my finger from hitting that 6 key. Really, I'd probably never give an anime led by Mamoru Miyano or Tomokazu Sugita anything lower than a 7. Except if it's like. Really bad. (But with Sugitan on board? How bad could it be, really.)
I also don't read a lot of manga. I used to, but then physical manga prices here get ridiculous and I want to avoid reading manga online. I will do that only when absolutely necessary, like when I know something isn't going to be published here because We Are The Religious Country, or when I was curious how Matsuri Hino would end Vampire Knight because of the giant mess it had turned into but would rather not spend money on it. (It started out good. Hino-sensei, you ass. Also, at least that ending is amusing. Note that amusing doesn't equal good.)
TL;DR? Don't rely on my ratings.
