the only similarities is that it shares some plot elements such as bounty hunters and stuff - for some reason those were really popular that year! I think what made Bebop so good is its variety of episodes and also how stylish and well made it is - like you've noted, take those away, and it's a bit cliched. Outlaw star doesn't really have much of what made Bebop good, which is why it never really stood out - being one of the other bounty hunters anime released in the same year as Bebop is its only claim to fame lol.
