also Homura is also insane by definition and has her singular determination of save Madoka as show throughout the series. Her wish also was not completed as Madoka was not saved in the salvation. Homura on top of this is already unstable who wants salvation for only Madoka. Yet homura is not a singular thing for Madoka's salvation bu all other magical girls.This results in her downfall in the end.

Well Homura's actions are truly for the nature of the show and work with it. Please first look at my profile explanation of Madoka at the conceptual level and not just a drama, basically what all the stuff in Madoka means(just above comments)But after this pretty much sums up how the series will sum up by how its going to probably go down as it just transitioned from Faust to the bible in move 3:
