Chumon no Oi Ryoriten (The Restaurant of Many Orders)
If you have a bit more time and/or an inclination toward non-Japanese animations, these are very worthy of you time:
The Man Who Planted Trees - Frédéric Back [30 mins.]
Hedgehog in the Fog - Norshteyn
The Lost Thing - Shaun Tan
Tir Nan Og - Fursy Teyssier
Prince et Princess (especially La Sorcière) - Michel Ocelot

I know. I completely adore his work and find much inspiration from it. I often think to myself: "I wish I could make art like that." Or "What would Kunio Kato do? How would he make this [scene] more memorable?"
I wish he would put out more works or that there were more animators like him. There are a few granted and far more than there are not, but I still never feel satisfied. I am very greedy for the feelings and ideas his work and those works similar to his inspire in me. ^_^

Thank you for offering another recommendation! I think I will start watching Monster, I've had a number of people recommend it to me and the premise looks great. Ghost in the shell's another I've been meaning to watch. Hope you enjoy Psycho Pass as much as I did ;)
