Rating System (these are mostly for me to keep my opinions and ratings consistent, I highly doubt anyone cares. Also my human brain isn't great with rating things with numbers so if any of the ratings appear incoherent or inconsistent, that's because they are. Gut feeling, how long ago I watched a show, and fanbase all factor in even though they shouldn't):
10: Absolutely perfect, an all-time great. (Note: I try my best to separate my 10s and my favorites. My favorites don't necessarily get a 10, and 10s aren't always my favorites.
9: Excellent shows, needs just a little bit more to take it to a 10.
8: Great shows, some flaws here and there but nothing major.
7: Not anything spectacular but pretty enjoyable.
6: Passable. Not outright bad but not very good either.
5: Not great. These are shows I disliked watching but aren't completely hopeless.
4: Pretty bad. Maybe has some decent ideas or production value though.
3: Very, very bad. These shows fail to reach what I consider to be the bare minimum to be considered a competent anime. Probably has some cheap laughs or unintentionally hilarious moments though.
2: Horrendous and irredeemable, but I could pick out at least 1 or 2 things I didn't hate
1: Completely hopeless and insulting. Has absolutely nothing to offer. Just don't bother. Appallingly bad and just a pain to get through.
Also take scores of OVAs and one-shots with a bigger grain of salt, they just aren't long enough for me to develop a sound opinion on.

The ending is controversial, but here are my thoughts based on what I remember. Keep in mind, I haven't rewatched Monster in about a decade. Johan wished to tempt Tenma, the kindest man in the world, into breaking his oath and committing murder. If Johan had been able to make Tenma shoot, he would have triumphed over Humanity in his own mind. Which is why he didn't mind risking his life and gave Tenma repeated opportunities to kill him. By refusing the final time, Johan's willpower was defeated by the strength of Tenma's. It is left uncertain what Johan will do next. Monster is a character journey that was always about Tenma trying to live up to his lofty morals and ideology no matter what and overcoming all temptations. If the series was just about Tenma needing to track down and kill Johan, it could have ended a lot sooner.
