I'm myself not a great fan of the Anime because mostly of the pacing. They use since a long time ago 1Chapter=1Epsiode pacing. This works somehow because an OP chapter has more content than an usual Chapter from another Manga but it still feels very slow paced, especially for those who read the Manga. So OP has not as many "filler" as other Manga but the cannon material is rather slow paced. The Manga has 658 Chapters. If they would reanimate it with a appropriate pace the Anime would have something between 200-300 Episodes. But those are problems that ALL long running shonen share so it's nothing new. If you mean that than you are right but should make your points clearer.
However from the things you wrote you give the impression that you mean that the story itself is "filler". So basically that you could skip certain arcs. I mean sure, you might be able to skip certain fights and use a faster pace here and there but all the story arcs are needed for the story. The only arc that is somewhat a filler would be the davy back fight but this arc is needed from a story telling perspective. The reader just came from a really long arc and the next arc was also a really long arc so a short fun arc between to ease the readers was needed and it was used to once again define the character of Luffy and made the things that happened in W7 the more "tragic".
