About Haru's voice, yes, Seki Tomokazu does both the OVA and Anime role. He's actually a well-known Seiyuu, especially for adult characters like Gilgamesh from the Fate franchise, and Nobuo from Nana. I think it's just that he has to force himself to sound younger and upbeat for Haru and that's where it's not clicking with you. Though I'd say you'll get used to it in a few episodes, and I remember him handling a few emotional moments well. I think Elie and Musica's voices will click better with you though.

Also your second question: I picked up the manga from where the anime stopped the first time, but I did go back to read the whole thing again soon afterwards.

Personally I liked some of the character designs from the Rave anime more than the recent OVA (Especially Musica). They looked kind of forced/younger to fit in with Fairy Tail as opposed to the original Manga/Anime imo.

I will recommend you to watch the Anime, especially since you've completed the Manga/story yourself already. It'll be a fun experience and "throw-back", and the music is pretty decent too imo. Characters like Griffo and Ruby will shine :P! Though there will be times when you face-palm because of noticeable "changes" and anti-climatic animation, but I'd say it will be a worthwhile watch in the end as it does portray some of the high-end story moments of the early series (Only goes up to the intro of Lucia) fairly well. It had a pretty good feel/vibe overall and thanks to it I got to the Manga the first time :).

I definitely agree. I hope Fairy Tail leads people to Rave, and then Rave gets a brand new remake like how Fullmetal Alchemist did with "Brotherhood". This has always been a dream of mine. It has unlimited potential.
