There were some scheduling and budget issues. Moreover, I'm pretty sure that some of those episodes (19-26) are also filler.

His and Her Circumstances is a great romance anime, the only problem is that the quality goes down in the last 7 or so episodes.

Also have fun watching the utter insanity that is Elfen Lied! It’s my favorite anime, but it’s also pretty polarizing. It seems to be one of those series people love or hate. My girlfriend and I have pretty close tastes in anime, although she doesn’t like Elfen Lied and I’m just not crazy about Wedding Peach.

That’s a good suggestion! I’ve not seen that one yet! I guess I’ve been taking a break from Gundam entries for about a year now, so I’m getting mecha withdrawal. Lol
