The second half focuses on Rei's relation to other characters apart from the sisters and shows how he has become the person he is in e.g. Kyouko's arc and how the time he spent with the sisters and the other characters like Nikaidou made him grow as a person which was showcased in episode 20 as Rei was the only one in Kyoto who still believed in Shimada.
Episode 21 focused on the sisters again.
The earlier part with the comfy comedy was used as a foundation for Rei's growth.
It doesn't disregard the first half at all, it expands on the foundation of the first half.
I can see how you might enjoy the first half more, as it was really comfy, but I for one enjoy the subtle character growth and depiction of talent from the second half just as much, if not more.
Even then, it seems as if your summary of the second half only takes into account episodes 17-19 and not 12-16 and 21. And while I mean no offense, it isn't exactly helpful for people who want to know if watching the series is time well spent, as it has spoilers, but it also doesn't capture any of the leading themes of the first nor the second half of the show. The first half also was not only Rei and the sisters, but Rei, the sisters, his family and foster family, Nikaidou and his shogi colleagues at the time. You don't even mention the very central theme of the show: Rei's growth. This show is about Rei's growth first and anything else second. This is the very point of the whole series.
If you just reviewed the series for fun, that's totally fine. This whole thing sounds a lot more condescending than intended and if I come across as rude I'm really sorry.
