I like anime. Most of the ratings you see that I hand out are based on a few things:
1. How much did I enjoy the anime? Was it funny? Did it click with me? Did it move my heartstrings? Did I like it enough to either binge it or watch it weekly?
2. The mood that I was in at the time of watching said anime takes a huge role into it. If I'm not in the mood to watch, say a romance anime at the time, I won't fully appreciate it to the fullest. Which is why you'll see a lot of classic series on my "on hold" list, because even though they are great, I need to really be in the mood to watch it to give it my full attention.
3. Obvious reasons such as animation quality, voice acting, soundtrack, story, characters, coloring choices. Animation quality doesn't have to be superb at all times, in fact it more so has to match what the story is going for, and use that to it's advantage. A goofy animation style for a comedy makes sense, whereas a more developed style for action fits better. Voice acting just needs to sound like they give a damn, and are really playing the role to the fullest. Soundtrack doesn't always have to be original, but it should be moving and fit the scene where it's playing at to give it a better support and impact. Story obviously shouldn't suck, unless it's so bad that it's somehow good. Characters will usually be bland or unoriginal, so it's really a toss up sometimes, just hope the rest of the anime carries them. Coloring choices is another, for a light hearted anime, bright colors tend to fit it better. Whereas a darker series should give that "The series is a bit edgy, the scenery gives me chills, and the characters have something about them that makes me want to stay away from them IRL", which is why coloring schemes are fairly important.
4. Is it memorable? This doesn't necessarily mean "Is it good?" I mean, will I still remember certain scenes, characters, arcs, bonds, etc. within the anime that I would look back on and say "hey, this anime was good/bad/decent, but I still remember this certain aspect about it that stays on my mind." So by being memorable, even if it was a bad anime, I'd still give it some points for being able to make an impression on me.

The rankings mostly have to do with how much I not only loved that character, but also the impact they had on the show, style, looks, actual wife qualities, and other degenerate things I added to justify why some are higher than what they should be.

Do not get it twisted though, because even though I do have some characters on the "C-Tier"list, that does not mean that's truly where they stand. In my heart, all these girls are an S-Tier to me, but If I had to compare my top 50 some waifu's to each other, this is how they would fall on the list.
