I read your Psycho-Pass review and though I should share something interesting. To start in psychology there's a psychological phenomenon known as the "bystander effect", which states that as there are more people around in an area, personal responsibility decreases for each individual.

So how dose this connect to Psycho-Pass? Well in the latest episode when Akane and the enforcers received testimonies from witnesses of the public execution of the young women; one line that stood out was that the witnesses claimed to have not known what was going on. This one line is strong evidence that the witnesses were experiencing a strong case of the bystander effect.

In a real world case most people who witness a crime in a heavily populated area will most likely ignore it due to three factors that makes up the bystander effect
1) Dose the person in danger even need help?
2)Do I have the ability to help that person?
3) Do other people even think this person needs help?

These three questions will most likely be asked by every person witnessing the crime at hand. If no one jumps in to help, then the whole group will ignore the crime at hand (bringing back the idea that personal responsibility affected by the amount of people in an area). There has been cases where people where stabbed in populated areas and received no help from the people around them. There was even more cases where people collapse of heart attacks and strokes and do not receive fast help

Now back to Psycho-Pass's society. We have a society in which crime is determined by Siby'sl scanning system. This means that the personal responsibility of each individual in the world of Psycho-Pass is shoved to Sibyl's scanning system. If in our normal society we disregard crimes based on the number of witnesses in an area then it's no wonder that the people of Psycho-Pass appear to be cruel; since most of the population succumbed to the bystander effect due to Sibyl's scanning system.

So I don't believe Psyco-Pass representation of human society in the later episode is too of. This is just the sad reality of the world we live in, and Psyco-Pass shows it's viewers a result of depending solely on someone else (or something) to make decisions for yourself.
