I've found that thinking too hard about how to rate a show ruins the fun for me somewhat, but this is what I generally feel each number means:

10: All-time favorite that I'm completely in love with, perfect not because it has zero flaws, but because the story, action, emotion, or style are just so amazing that they completely outshine the flaws and make them irrelevant, or just part of the charm
9: Extremely well-made or almost perfect but I don't love it quite enough to be an all-time favorite, may also have one or two small aspects that I didn't like or it might not; I'd be willing to call these "some of the best anime I've seen"
8: Feels like it's a cut above most anime; I was never bored while watching it, and it consistently has moments that impress me or elicit a strong emotional response and make me think "damn, this is what anime is all about"
7: Shows that feel genuinely well-made and interesting even if they aren't the best of the best; I feel real attachment to these but they may have a few parts that I don't think quite work or when I think it's going a bit over the top
6: I like it but isn't anything special or extraordinary, basically the "average" for shows that are generally enjoyable and don't have any major problems but also don't feel very novel or captivating
5: It might be fun to watch, but it has noticeable flaws and/or parts where I stop being invested, but it's still not unwatchable; generally, anything at a 5 or above I'd probably say I "liked" on some level
4: I can tell there is a good amount wrong with it, frequently has stretches that make me roll my eyes
3: Doesn't have a lot going for it, consistently makes me feel like I'm wasting my time watching it; I've watched very few shows that I'd call a 3 or below, so the rankings become pretty nebulous after this
2: Had a major aspect that I actively disliked that made me actively want to stop watching, or it was just that boring or poorly made
1: This would probably be used for something that made me genuinely mad that it exists, or was so boring that it just had zero positives that made it even the tiniest bit interesting; I can't imagine an anime ever making me angry enough to give it a 1, so it will probably only ever be used for meme value like for Tenkuu Danzai Skelter+Heaven
