Sure there are some important objective qulities about anime that should be taken into consideration, but mostly, just like what you like.
What i base myself on:
A piece of media should have an idea or theme as it's core message, you can't judge a piece's message and delivery without a completed narrative cycle so they must be complete, the narrative cycle is taken as needing core values, ideas or heavy themes that are explored to revolve around, a vacuous message will not push the narrative along potently enough and so most anime that don't possess these qualities are lowly rated.
Directing, Writing, Presentation(animation and sound) and Enjoyment are what a show consists of at a 25/25/25/25 ratio, so shows are also rated with how well they excell at these, with thematic exploration and conveyance being part of both.
And shows are therefore rated at how well they achieve this in a proportional way, from 1 to 10.
Any show that doesn't have a conclusion instantly can only get a 5 at best. Shows with conclusions get judged wholly, which can actually lower their score below a 5 if the conclusion is bad. Shows that are guaranteed to get conclusions in the future get judged wholly.
A conclusion doesn't need to be the cannon end of a story, it only needs to be satisfying enough and conclude current plot threads as the finale of the show.
1 Appalling: ... PHYSICAL DISCOMFORT/PAIN, a show like this should have never be watched by anyone. Shows like these tend to not only insult you, but actively make you think that anime was a mistake.
2 Very Bad: Bad but with no redeeming qualities whatsoever, likely extremely insulting even for the most patient people.
3 Bad: A shitty show with no taste and only one redeeming quality AT BEST. Usually insulting, with interchangeable characters and story from similar shows.
4 Mediocre: A Below average show that failed in most of everything but usually had a redeeming quality that made it stand out from the shows below it.
5 Average: A show that failed to resonate with me for reasons plot or character related. Only recommendable genre fans. Anything below is a waste of your time.
6 Good: An above average show , these are mildly entertaining shows that can use up your time. Usually have some very interesting atributtes, ideas or themes that it doesn't explore that much.
7 Very Good: A good show with good characters and an interesting plot that just didn't quite cut it in one category or more. Very reccomendable.
8 Great: A very well written and well directed show with unique and interesting atributtes and thematic exploration.
9 Excellent: Peak of writing and directing prowess, thematically rich and interested in proving a point, genre-defining. Must watches.
- No Score: If an anime is unrated that means that i rate it as i rated the rest of the franchise (eg: Code Geass R1 and R2 i consider both a 6 and since R2 is a direct sequel i didn't rate it; This doesn't apply for stuff like Ghost in the shell 1995 and Stand alone complex but does apply for both seasons of Stand alone complex and the OVA; eg2: Bakemonogatari and its franchise is rated solely by Bake's score, otherwise i would have to add 9+ things to the 9 rating making it less objective of a rating). This makes it easier to distinguish franchises and prevents cluttering scores.
