Not sure how to answer that. But on my case, I draw almost everyday, one day I'm looking back to my previous drawing and see the mistakes, if I corrected then on the latest illustrations, that means I have improvement :D
Drawing takes a lot of time to master, but I think it's just the same with writing. I've been drawing for years -I forgot when I actually started- and until now I still consider my artworks as below averaged. It's very hard if you are aiming to become pro.
First, start with basic character designs... search for the drawing style that you want, and then draw over and over again :D
It's all thanks to my drawing skills, because of that, I traded editing with chapter/novel illustrations :D That idea came to mind after I was on my wits end with writing in good grammar. :D
