With all the time they could have, the scenario was just planned out horribly. Tons of episodes and characters felt wasted on a plot that until the final segment barely matters to anything. And even then, when it does matter, everything in the show is sent off a cliff into the never-ending pothole of oblivion, pretentiousness and forced rehashing once the plot twist involving APE happened. Zero Two felt like the ultimate waifu tool trying to be the bestest girlfriend in the most annoying, pandering, rehashed and inconsistent ways possible. Hiro was like the ultimate sock puppet who lacks any sort of agency except to deny dissuasions to his waifu crush. We have Ichigo, the ultimate cuck master whose selfish reasoning is only somewhat sympathetic when Zero Two goes through another flip-flop, and so she does as well. We have other characters who……. barely matter and except for Goro lack enough buildup or growth to really buy.

It’s all wrapped up in an unfortunate package that brings out both TRIGGER’s all-consuming tributes to the yester days of anime and A-1’s devil may care nature to pandering products that get the money more than anything either studio has made. The whole show felt very cloying and pandery and any identity it had with its sexual aesthetic was to its detriment. Also, it's very coldly hateful of lesbians with how it treats Itsuno. That alone deserves a point knocked off. Some reference:
