The reasoning behind the low score and the "lot to be desired" I mention based on the manga is because the manga itself wasn't necessarily great. It's around a 6-7. Leaving out a lot of the subtle things that make it good can really damage a shows scores execution, because even these little conversations and experiences really help the characters grow and our knowledge of them strengthen. I using the following criteria when a show takes place in the same world type as our own.
80% Characters
10% Direction
10% Artwork / Sound
Because the directing was good at the beginning (though got very shaky around the midpoint with the overall execution, and it was very bad at handling the characters) I give it a 5/10 or 5% overall
Artwork and Sound was great, I wouldn't really include sound in direction like you did but regardless this gets a 9/10 9% overall
Lastly the characters. Their relationships were very forced and rushed (especially the deaf girl randomly falling in love with the boy who was absolutely horrible to her earlier for no good reason). We didn't get to know much about their circumstances, or past besides the parts they cut out. There was no chemistry between the cast at all either too. 3/10 or 24%.
24+9+5= 38%. Because of the MAL rating format I had to round up to 4.
