The only similarities that RahXephon has with Evangelion are superficial ones. In terms of themes and morals, RahXephon is practically Evangelion's opposite. They use similar character archetypes, but how they are used and developed are much different. If you're looking for another Evangelion, i can't promise you'll find it with RahXephon.
RahXephon's strongest point would have to be it's characters. The interactions between them are so honest and genuine, and usually when one character says one thing, they usually mean 10 different things. Hell, you can learn a lot about the characters just by paying attention to their expressions, which often carry a lot of emotion. The romance in the show is probably some of the best i've seen in or out of anime. It's not just unique in how it's done, but it feels very real. You never doubt for a second that these people are really in love with each other. By the end of the show, you'll find yourself hard pressed to choose just one favorite character.
The weakest point of the show would have to be the mech aspect of it. The action is well animated and the mechs themselves have great designs, but it lacks that cool factor, and are, more often than not, one-sided curb stomps rather than battles. But the battles are usually representations of inner battles, so you're invested in them nonetheless.
