The story isn't much different, except the ending is a bit less of a cliffhanger in the DC movie. The movie is more or less an abridged version of the same story. The battle sequences are pretty similar, but the actual events that fill in the gaps and their significance to the overall plot are more rich in the TV series. Also the relationship that Gunzou has with all the characters is more developed.
Since the ending in the movie is the lead-in to Cadenza, I'd say that watching the DC movie before Cadenza is a must.
This is the viewing order I'd suggest in order to get full enjoyment out of ARS Nova:
TV Series > DC Movie > Cadenza.
Watching them in this order allows you to understand a bit of the backstory and the events that lead up to the climax of the first movie, and the visuals and ending of the movie act as a great lead-in to the new Cadenza movie.
Also, the soundtrack for the series is pretty damn good.
