Regarding anime being bad and wanting to drop it, I try to finish them anyway to know (and remember) what bad anime is. So when later I'm scoring other anime, I know what really bad anime is.
That being said, I don't think there's an anime in the "bad" category on my "on-hold" list. Most of them are from the time I had burnout while watching too many seasonal anime. Others are anime I've stopped watching for reasons not related to the anime, but did not get back to watching them again when those reasons no longer applied. I do plan to complete some of them, tho.
