I loved the character-centric, asymmetric Baccano. It did the same thing that you're describing, but I don't see how Joker Game can get done in a single 12 episode season. If by some chance Joker Game does do that, then I'll likely pick it back up and revisit the rating.
Joker Game's two beginning episodes as well as the opening theme imply that there would be a group focus and dynamics. Spies work in teams and networks - especially modern clandestine agencies. Given the introductory tone and the show's push for realism (so much so they post a disclaimer), there is nothing obvious about an individual focus.
I have no problem with a bunch of Japanese James Bonds running around doing their own thing, but that's not the way the show was billed. It's enough to make me not want to watch the show.
