I'd agree if you said nonexistent "character development" though, as it's not an hero journey or anything. I don't find the movie deep, just fun. It's just a biker gang that got caught in the middle of shady stuff the military was doing, while there is a lot of social unrest going on. I think there is a rich background, somewhat similar to Jin-Roh, but it doesn't focus on that, just gives a visual show of juvenile delinquency - the background, though, makes everything way more interesting.
But if it wasn't your thing, then it wasn't your thing. There is a plot, but at first glance at your favorites, I'm guessing you appreciate more a story that focus more on characters construction - Oshii movies does that, although Sky Crawler plot is quite confusing.
I'm surprised by how much you liked Jin-Roh, seeing how much you disliked Akira :P
Anyway, you may like the other Mamoru Oshii movies, they all weighs heavily on political intrigue, and have fantastic visuals. The Patlabor movies have more of mystery and investigation, and Ghost in the Shell more technology and existentialism. Sky Crawlers, well, this one is a bit of everything.
