This is how I rate anime/manga:
My scores vary greatly depending on what I'm watching/reading. I'm generally a harsh reviewer, but I tend to go easy on anything I watch and read purely for my amusement (Read: Lulz) and not for serious purposes. If that sounded extremely contradictory to you, welcome to my world. >_>
My scoring scheme isn't equal either. This is how an anime and manga's basic aspects work in my scoring:
Animation/Artwork: I normally do not give anything a high score simply for looking gorgeous. If all of the other aspects are good, this factors in to boost the score a lot higher. If not, it may as well be ugly to boot to complete the picture.
Bias*: See below.
Characters: This is another tricky one. I'm a horridly biased person and I almost always rate a series highly if it has at least one character that I love, but I try not to let that get in the way. Major points if most of the characters are well-explored; major points deducted if most of them exist only as filler.
Storyline: This is one of my most important criteria. If this sucks/is too contrived, I just plain stop watching/reading. Therefore, this aspect is my most heavily-weighed aspect.
Themes: I like to pretend that anime and manga are educational, so anything with lots of references, themes done right and the like automatically score more points.
*Every now and then, I randomly like or dislike something immensely regardless of the criteria mentioned above. Said biases may be anything from the presence of an extremely amusing character (For) to moe (Against).
Yeah, that about covers it.
